The ELWIND environmental impact assessment (EIA) program describes the entire process of environmental impact assessment, for example the scope and methodology of environmental studies conducted in the Estonian marine area, community involvement, etc.
Proposals, objections and questions about the EIA program could be submitted during the public exhibition in August 2024. In addition, a public discussion on the EIA program was held in September, the purpose of which was to introduce the EIA program to the community, to provide an overview of how the EIA program took into account the input received from the community seminar held in May, and to receive additional proposals for the EIA to supplement the program.
The submitted proposals, objections and questions, as well as the responses of the developer and the EIA expert, are published here for perusal. As a next step, the EIA program will be finalized, taking into account the relevant proposals and suggestions from the partner and the community.
With the ELWIND project, the state carries out all the necessary studies for the eventual construction of an offshore wind park and puts then the area up for auction for the developers. The studies will be carried in 2024 – 2027, all the results will be published on the ELWIND website. The European Connecting Europe Facility (CEF) helps to finance the project in the amount of 18.8 million euros.
