Closer to Latvia’s first offshore wind park

Important environmental impact assessment and technical studies have been launched, accompanied by growing datasets and strengthened international cooperation — this is what characterizes the progress of the ELWIND project in 2025. Significant steps have been taken to enable Latvia and Estonia to develop a joint offshore wind farm in the Baltic Sea by 2035, while enhancing regional energy security, attracting investment, and building new expertise.

The brochure provides a clear and concise overview of what the Latvian side of the project has achieved over the past year: newly established partnerships, initiated studies, and the events hosted or attended by the project team. It also outlines the main stages of ELWIND’s development and highlights the project’s added value — its contribution to energy independence, the growth of local industry, and a sustainable future for the region.
